I have no doubt that you are an intelligent and capable person; that you have given so much thought to this plan and constructed it for public audience is evidence of your ability to reason, to speak affluently, and to communicate a message. Understand that I hold no lack of respect for you, and that my words are not meant to sound biased against you as an individual. With these preconditions set, let me say that I think your plan is at worst misguided and at best constructed wrongly for the intended audience.
I am myself a freed slave. I was made to be free because of my acceptance of the Amarr faith, and I was put to useful work both during my enslavement and afterward due to my ability to learn, adapt, and reason. I have no doubt that I and others like me would do well no matter where we happened to live: be it here in the Empire, in your State, or independently roaming space. But I do not want to leave the Empire. This is my home, where I was born. No sooner than you would be quick to abandon your own birthplace and the traditions that you hold dear, would I be to cast off the familiarity and comfort of Imperial culture.
Moreover, those among the enslaved whom are useful and adaptable generally tend to believe as I do. We are a God-fearing, efficient people. But we are not the majority. That slavery exists on such a large scale is testament to that fact. Most of the other slaves that I knew as I was being raised and educated were violent, willfully ignorant, and abrasive. Are these the kinds of slaves you wish to free, and put to work in your high-tech industries? I wouldn't trust most of them to wash dishes without breaking them, much less allow them to work in a controlled environment where a small fortune might be lost to a temper tantrum.
The majority of slaves have a long and arduous road ahead of them, on the way to enlightenment and civil behavior. Some of them will never reach it. Those who have attained it would no doubt be valuable employees in your State corporations, but speaking as one of them I do not believe we have much interest in leaving our homes and our traditions. On the other hand, I am sure that there are many illegal slavers or exasperated Holders who would be more than happy to unload their less than desirable stock on you for any reasonable price; but, will you be getting what you think you're buying? I submit that you will not, but how does that phrase go? "Buyer Be Aware," I think it is.
